The “Seminar on Treaty Law and Practice: The Work of the Treaty Section of the United Nations Office of Legal Affairs” was successfully held on 8 and 9 December 2022 at the UN Headquarters in New York, in the first in-person format since the outbreak of the Covid-19 pandemic.
Representatives and legal advisors from Permanent Missions in New York and international organizations gathered in-person for two days in the Secretariat building to exchange with members of the Treaty Section on the depositary functions of the Secretary-General for multilateral treaties, as well as the registration and publication of treaties under article 102 of the Charter of the United Nations. Mindful of the importance of multilingualism for capacity building activities, and desirous to promote a wider participation from every regional group, the Treaty Section conducted the Seminar in English and French.
The Seminar is designed to increase awareness of the diplomatic community on issues pertaining to the international treaty framework. It aims at facilitating the work of Member States in joining multilateral treaties deposited with the Secretary General and registering treaties under Article 102 of the Charter.
This year, the members of the Treaty Section discussed the depositary functions of the Secretary-General, the registration and publication of treaties, and the work of the Sixth Committee on the international treaty framework. They also presented case studies, and actively engaged with participants in stimulating exchanges of views about treaty law and practice.
The Seminar also featured guest presentations by officials from the United Nations Office on Drugs and Crime (UNODC) and the United Nations Office of Counter-Terrorism (UNOCT), who discussed the importance of the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT), as well as their efforts in promoting its universal participation and effective implementation.
