In 2019 after recommendation of the Office of Internal Oversight Services (OIOS) to strengthen monitoring and evaluation practices through the establishment of a dedicated mechanism at the senior level that reviews performance an Evaluation and Strategic Planning Unit (ESPU) was created.
Regular and systematic evaluation provides OLA with evidence-based and credible information to support its learning and accountability goals. Within the context of a broader learning and evaluation framework and in addition to other management tools, the Office’s evaluations improve the quality of its work and organizational structure and strengthen its capacity for Results-Based Management.
OLA abides by the framework established by the United Nations Evaluation Group’s (UNEG) Norms and Standards for Evaluation in the UN System to support evidence-based evaluations that are credible and reliable.
ESPU goal is to promote the accountability and organizational learning with objectives to systematic monitoring and assessment of the relevance, effectiveness, efficiency and sustainability of the Office’s activities and their impact on all relevant stakeholders.Ìý
