On 10 March 2023, the United Nations Legal Counsel, Mr. Miguel de Serpa Soares, delivered opening remarks at the Open-Ended Working Group (OEWG) Side Event of . The discussion that followed was moderated by Professor Hollis (Temple Law School); and included Professors Akande (Oxford University) and Koh (Yale Law School), and Ms. van Benthem (Oxford Process’s Research Officer), and was convened by the Oxford Institute for Ethics, Law and Armed Conflict, and supported by the Permanent Mission of Japan to the United Nations and Microsoft Inc. Â
Mr. Serpa Soares, in his remarks, indicated the importance of the dialogue between stakeholders, such as the Oxford Process platform, in identifying and clarifying the rules of international law applicable to cyber operations. These discussions constitute a significant complement to the intergovernmental work currently being conducted within the United Nations.
The Oxford Process on International Law Protections in Cyberspace is a multistakeholder initiative committed to advancing and clarifying the applicability of international law in cyberspace. The collective outputs of the Process have recently been summarized in , which provides a repository of knowledge that can contribute to legal capacity-building efforts.
