Description
The COVID-19 pandemic has hit the world hard since early 2020, causing millions of lives to be lost, the deepest economic recession since the 1930s, huge job losses, and sharp declines of global trade and FDI, as well as further adding to the urgency of tackling the persistent challenges of climate change. The vulnerability of many developing countries has been acutely exposed by the pandemic. In the short run, their fiscal space has been severely squeezed due to liquidity shortages, capital flight, supply chain disruption, debt distress etc, which has made it particularly difficult to deploy effective stimulus policy packages. In the long run, the climate change and other unaddressed structural problems could impede their efforts in achieving the SDGs. Given these multifaceted and complex challenges, it is more imperative than ever for developing countries to adopt innovative and integrated policy strategies to pursue resilient, green and transformative development. However, many developing country governments are constrained, not only in mobilizing resources, but also by the lack of institutional capabilities.
Against this backdrop, the project aims to assist the targeted countries in Asia in their efforts to reach SDGs and green transformation. The project builds on the momentum created by the UNCTAD funded project on South-South Cooperation of 2018 for peer-learning from other fast emerging and recently developed countries. To do so, it will assist 4 selected countries, facing the pressing task of both Covid‐19 shock recovery and green transformation and participating to the BRI, to achieve the 2030 Agenda through 1) formulation of effective integrated policy strategies and improved capacity at national level, including South-South peer-learning; and 2) economic cooperation and policy coordination at regional level. The project will enhance project countries’ capacity to adopt innovative and integrated policy strategies that address the vulnerabilities and binding constraints to pursue resilient, green and transformative development. The project will facilitate South-South experience sharing and peer learning, using as a reference point China’s experience in promoting High Quality Development, to help overcome the capacity gap faced by project countries. Apart from the national level actions, cross-border cooperation particularly at regional level is also crucial in reducing the cost and creating synergies among national efforts, as neither virus nor climate change respects borders. The project also aims to build an Asian Green Development Partnership Network (AGDPN) to foster partnership and strengthen policy coordination in the region.
