GLOBAL PREPARATORY MEETING - 22 April 2010
On 22 April 2010, the Economic and Social Council (ECOSOC) organized a Global Preparatory Meeting (GPM) in preparation for AMR and DCF sessions of its 2010 High-Level Segment. The meeting was divided in two sessions:
AMR session (10 a.m. 鈥� 1p.m.): gender equality and empowerment of women
The meeting addressed the theme 鈥淲ho Feeds the World in 2010 and Beyond: Rural women as Agents of Change and Champions of Global Food Security鈥�. It focused on the role of rural women in achieving the Internationally Agreed Development Goals (IADGs), including the Millennium Development Goals (MDGs). It provided an opportunity to strengthen the dialogue between Member States and UN system organizations on concrete actions needed to support rural women鈥檚 contribution to reducing poverty, improving food security and the right to food, and promoting economic and social development. The outcome of the discussion would provide an important input to guide international community鈥檚 efforts aimed to accelerate the implementation of existing policy commitments.

DCF session (3-6 p.m.): trends and progress in international development cooperation
The meeting addressed the issues of accountability and coherence. It provided an update on the outcome of the High-Level Symposium held in Vienna on 12-13 November 2009 on 鈥淎ccountable and Transparent Development Cooperation: Towards a More Inclusive Framework鈥� and on the upcoming Helsinki High-Level Symposium to be held on 3-4 June 2010 on the theme 鈥淐oherent Development Cooperation: Maximizing Impact in a Changing Environment鈥�. The meeting provided an opportunity to explore the role of aid in mitigating the impact of the financial and economic crisis on efforts to achieve national development goals and the MDGs. It addressed the following questions:
- How can the DCF contribute to the MDG Summit in September 2010?
- Can the DCF provide a platform for providers and recipient countries to hold each other accountable for their respective commitments?
- How can the DCF move forward the debate on policy coherence?
- Should the DCF take place annually?
