2019-2020 Multi-Year Appeal

60 global, regional and national projects
The 2019-2020 Multi-Year Appeal is requesting $194 million for 60 global, regional and national projects, plus the UN Capacity Building Implementation Plan for Countering the Flow of Foreign Terrorist Fighters covering the four pillars of the UN Global Counter Terrorism Strategy.
This appeal presents the first global picture of UN resource needs for counter-terrorism and prevention and countering of violent extremism assistance. These wide-ranging projects focus on border security management, Advance Passenger Information/Person Name Records, countering the financing of terrorism, law enforcement training, the connections between terrorism and organized crime, victims’ support, human rights, engagement with civil society, and more.
Projects were submitted by UN Resident Coordinators, UNDP, UNODC, OHCHR, UNESCO, UNICRI, UN Women, IOM, and the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism.
Joint implementation
Projects also came from UNOCT and other UN agencies as implementing partners. Nearly half of the 60 projects will be jointly implemented by UN agencies.
UNOCT led a process to prepare this appeal as a step towards achieving one of the commitments of UN Global Counter-Terrorism Coordination Compact for “the establishment of a joint resource mobilization and outreach mechanism with donors to support UN counter-terrorism work”.
UNOCT is mandated “to improve the visibility, advocacy and resource mobilization for UN counter-terrorism efforts”.
