20 September 2022 - CTED welcomes the seventy-seventh session of the United Nations General Assembly High-Level Week 2022, under the theme, “A watershed moment: transformative solutions to interlocking challenges.”
The session begins with a series of high-level events spotlighting pressing issues and challenges. On 22 September, the General Assembly will convene a high-level event on the Sahel, at which former President Issoufou of Niger, Chairman of the Independent High-Level Panel on Security, Governance and Development in the Sahel will speak. For years, the Sahel’s development and economic growth have been undermined by complex, multi-dimensional and interlocking challenges, including protracted conflict, insecurity, active terrorist groups affiliated to Islamic State in Iraq and the Levant (ISIL/Da’esh) and Al-Qaida, displacement, and climate shocks.
Earlier this year, the Counter-Terrorism Committee and the 1267/1989/2253 ISIL (Da’esh) and Al-Qaida Sanctions Committee held a joint open briefing on “ISIL in Africa: nature of threat and responses”, highlighting concerns and challenges related to the expansion of terrorist groups affiliated to ISIL, including the now so-called Islamic State in the Sahel and the Islamic State West Africa Province.
At the same time, CTED released a regarding the key threats, trends and developments of ISIL in Africa, including the Sahel, featuring the perspectives of civil society. The report describes community perceptions of counter-terrorism policy and responses to terrorism, gaps, challenges, and recommendations, as well as sharing examples of remarkable community resilience.

CTED was established as a Special Political Mission by Security Council resolution to assist the work of the Counter-Terrorism Committee and coordinate the process of monitoring the implementation of resolution . CTED’s work includes conducting expert assessments through country visits to assess Member States’ counter-terrorism efforts and to identify terrorism-related trends and challenges and good practices employed in the implementation of relevant Security Council resolutions.
