From 19–21 November 2024, the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) took part in a regional workshop on the “Human Rights-Compliant Approaches to Countering the Financing of Terrorism and Risk-Based Implementation of FATF Recommendation 8: Preventing terrorism-financing abuse of the non-profit organization sector in South-East Asia”, in Cebu, Philippines.

In addition to more traditional modalities, terrorists are using more advanced methods of attack using new technologies, such as unmanned aircraft systems, against vulnerable targets.

On Tuesday, 3 December 2024, the Counter-Terrorism Committee Executive Directorate (CTED) held a hybrid technical session at United Nations Headquarters in New York to commemorate the tenth anniversary of Security Council Resolution 2178 (2014). The session brought together UN experts, civil society and Member State representatives to discuss progress made in addressing Foreign Terrorist Fighters (FTFs), persistent challenges, and strategies for future collaboration.

Acting on behalf of the Security Council Counter-Terrorism Committee, its Executive Directorate (CTED) conducted a follow-up country assessment visit to the Islamic Republic of Mauritania from 14 to 21 October 2024. The assessment covered all relevant Security Council resolutions, including 1373 (2001), 2178 (2014), and 2396 (2017), and included engagement with the Government of Islamic Republic of Mauritania in Nouakchott and the Hodh El Chargui region, close to the border with Mali.

In September 2014, the Security Council adopted resolution on preventing and suppressing the recruiting, organizing, transporting or equipping of foreign terrorist fighters (FTFs). This followed the announcement by ISIL (Da’esh) of a self-declared “caliphate” in its captured territories in the Syrian Arabic Republic and Iraq, which had already attracted more than 15,000 FTFs to join the group.
