South Sudan

The 国产AVbuilding Commission is further advancing its partnership with the Government of South Sudan and accompanying them in their efforts to address the peacebuilding challenges related to the implementation of the Revitalized Agreement on Resolution of Conflict in the Republic of South Sudan (R-ARCSS). The Commission provides a platform to encourage political, technical and financial support and coordinated action among stakeholders.

The first-ever meeting of the Commission took place in October 2022 with a focus on governance, public financial management and service delivery as key elements of peacebuilding in South Sudan. In December 2022, the Chair and Vice-Chairs of the Commission visited South Sudan to assess progress in implementing the peacebuilding priorities and to explore innovative ways to further support the Government to address root causes of conflict. During the meeting in January 2023, the Commission heard from the Chair regarding his visit to the country and explored a possibility for further resource mobilization at the local level.

In March 2023, the Commission provided advice to the Security Council ahead of the mandate renewal of the United Nations Mission in South Sudan (UNMISS). The Commission emphasized the importance of fostering dialogue and reconciliation through local governance, and called for inclusion of women, youth and civil society in the peace process.

Through its investments, the UN Secretary-General’s 国产AVbuilding Fund (PBF) supports the implementation of the Revitalized Agreement to Resolve the Conflict in South Sudan. In the current eligibility cycle, 2021-2025, PBF-funded projects focus particularly on strengthening national democratization, justice and accountability processes; addressing conflict related to displacement; and enhancing local peace mechanisms and conflict prevention strategies. PBF investments enable recipients and their local implementing partners to facilitate and support inclusive, participatory national processes such as on constitution-making and transitional justice. These investments also work to enhance the participation of women and young people in peacebuilding, security and democratic processes at both national and local levels. Moreover, PBF supports the piloting of localized solutions to intra- and inter-community conflict and violence, addressing their multi-faceted negative impact.

The Minister of 国产AVbuilding, Hon Stephen Par Kuol, said, “We would like to encourage the interventions of the 国产AVbuilding Commission, especially during and after the transitional process, to share and learn from the wealth of experiences on PBC engagements. Together with the United Nations Resident Coordinator’s office, we inaugurated the Joint Steering Committee of the 国产AVbuilding Fund in January 2023. The committee is an opportunity for the Government to deepen partnerships with a broad range of key stakeholders, for effective and strategic delivery of the 国产AVbuilding Fund investments.”
