ICP Trust Fund

Voluntary trust fund for the purpose of assisting developing countries, in particular least developed countries, small island developing States and landlocked developing States, in attending meetings of the United Nations Open-ended Informal Consultative Process on Oceans and the Law of the Sea

Eligibility for Assistance

Developing States, in particular least developing States, small island developing States and landlocked developing States may nominate one representative as a delegate, or propose a panellist for selection by the Co-Chairs of the ICP.

Application

The nominating State must request the United Nations Office of Legal Affairs, Division for Ocean Affairs and the Law of the Sea (DOALOS) for financial assistance from the Voluntary Trust Fund through its Permanent Mission, for the delegate who will attend the meeting, clearly indicating the following: 

  1. The name, date of birth and detailed contact information for the delegate;

  2. The dates during which the delegate will be required to attend the meeting; and

  3. What assistance with respect to travel, if any, will be provided to the delegate by the Government.

Additionally, a completed application package must be submitted with the following:

  1. Completed and signed application form;

  2. Copy of the Delegate's official passport biodata page;

  3. Completed and signed F.249 form, along with a copy of a bank statement or a voided cheque (FOR PANELLISTS ONLY); and

  4. Valid USA visa or ESTA.

Assistance Provided

Delegates

Assistance may be provided by the Trust Fund for the following: 

  1. UN purchased economy-class roundtrip ticket to New York City; and
  2. UN Daily subsistence allowance (DSA) to assist with living expenses for Panellists only, subject to the availability of funding.

Note: the United Nations will make arrangements for travel funded under this Trust Fund, and in all cases assistance will be provided for travel; in economy class airfare which follows the most cost-effective route, arriving the day before the proceedings and departing the evening of the last day of the proceedings, or the following day if necessary for travel-related reasons.

About

In 1999, the General Assembly decided to establish the United Nations Open-ended Informal Consultative Process on Oceans and the Law of the Sea in order to facilitate the annual review by the General Assembly, in an effective and constructive manner, of developments in ocean affairs and the law of the sea by considering the report of the Secretary-General on oceans and the law of the sea and by suggesting particular issues to be considered by it, with an emphasis on identifying areas where coordination and cooperation at the intergovernmental and inter-agency levels should be enhanced (resolution 54/33).
