Receivability ratione materiae: The Tribunal is only competent to consider applications against an administrative decision for which an applicant has requested management evaluation, where required. Failure to file a request for management evaluation prior to filing the application makes the latter irreceivable, ratione materiae.

In February 2016, the Applicant was informed that he was not short-listed for a post of Communication Associate, G-6, at the UNHCR, Croatia. He filed his application, via email, on 29 March 2016, and via CCMS on 5 April 2016. Upon the Tribunal’s inquiry, the Applicant confirmed that he had not and did not intend to file a request for management evaluation. The Tribunal found the application irreceivable ratione materiae.
