Strengthening peacekeeping capacity with a focus on Africa
Synopsis
Objectives
The project aims to strengthen the capacity of Member States to deploy trained uniformed contingents and individual personnel who fully meet the United Nations requirements and the operational requirements of the missions to which they deploy.
Components
Training activities, including training of trainer’s courses, UN National Planners’ courses and Mobile Training Support Teams.
Main achievements
The project delivered 8 training activities, including 5 training of trainer’s courses (TOT), one 1 UN National Planners’ course and 2 Mobile Training Support Teams. It also rolled out new pre-deployment training (PDT) materials and updated training materials for Troop and Police Contributing Countries (T/PCC) trainers. In addition, ITS delivered the UN national planners’ course which provides essential information to new and emerging T/PCCs on the higher-level planning and preparation requirements needed for peacekeeping. 208 participants from 50 countries, including 26 females completed the training, among whom 13 will be considered for participation as trainers from Member States in future ITS-led training activities.
The training courses entailed:
- Core pre-deployment training material TOT in Entebbe. In total, 29 military, police and civilian officers including seven females from 18 countries participated in the course. The course rolled out the revised Core Pre-deployment Training Materials (CPTM) 2017, covering issues ranging from command and control to conduct and discipline and protection of civilians. Four 4 participants were included in ITS roster of external instructors for possible participation in mobile training teams.
- UN Staff Officer TOT in Entebbe. Eleven 11 participants from 9 Tropp Contributing Countries (TCCs), two self-sponsored participants (and four participants from four high-risk field missions (MONUSCO, UNMISS, UNAMID, MINUSMA) attended the course. Of the 17 participants, four were female. The course covered the UN military planning process, protection of civilians, command and control and operations in an integrated environment. Five participants were enrolled in the roster list for mobile training teams.
- Comprehensive Protection of Civilians (Police) in Entebbe. A total of 21 participants, including four females, represented eleven UNPOL Formed Police Unit (FPU) Police Contributing Countries (PCCs) as well as participants from four high-risk peacekeeping missions (MINUSMA, MINUSCA, UNMISS and MONUSCO).
- Core pre-deployment training material TOT, Mobile Training Team in Nouakchott. The course was delivered to 12 Mauritanian national military trainers.
- Comprehensive Protection of Civilians, Mobile Training Team (MTT) in Abidjan to 30 participants from C?te d’Ivoire, including three females. One participant was identified as a potential candidate for the ITS roster of external instructors for future participation in UN MTTs.
- Formed Police Unit TOT in Shanghai. 24 participants from 11 countries attended the course. A new FPU training outline with updated information and best practices was introduced in the course. To finalize the development of the outline, ITS conducted a consultation workshop with the Police Division and the Standing Police Capacity in Brindisi from 22 to 26 October. Two experts from ITS attended the workshop with the support of the fund. The course contributed to the enhancement of appointed and potential UN FPU commanders’ competencies, skills and knowledge to lead their units at the tactical level in accordance with the UN standards.
- UN National Planners’ course in Beijing. There were 32 participants, including three females, from 23 countries. The course provided national planners with the information needed to plan, equip, train, deploy, rotate and sustain contingents in peacekeeping operations as well as procedures and exercises on MoU negotiations and reimbursement framework.
- UN Staff Officer TOT in Beijing, with 26 participants representing 14 Member States including three females. Three participants were placed on the potential MTT trainer list.
Impact
The project has enabled T/PCCs to be better equipped to develop training plans that are in line with the operational requirements laid down in the UN peacekeeping policies and standards and to deliver training to meet these requirements, including in the area of conduct and discipline. The UN national planners’ course proved to be effective in promoting, elaborating and reinforcing relevant UN standards among government/ministry-level planners responsible for planning, deploying, rotating and sustaining contingents in peacekeeping operations. With reinforced national systems capabilities, new and emerging T/PCCs should be able to streamline their practices and improve troop performance in mandate implementation.
