Synopsis

Objectives

The project aims to develop and provide a consolidated training programme on crisis management for UN Designated Officials (DOs) for Security, namely, share best practices of crisis management operations in the field, apprise DOs on typical and anticipated crisis scenarios, and provide corresponding advice and guidelines to facilitate a decision-making process under time pressing circumstances.

Components

Conduct of training through table-top scenarios included natural disasters, mass casualties (earthquakes), terrorist incidents, evacuation and relocation, civil unrest, armed conflict and hostage management. The scenarios simulate actual crises.

Main achievements

The training programme consists of six crisis management scenarios with multiple specific modules reflecting different types of security crises, including but not limited to, the sudden spark of armed conflict civil unrest, breakdown of law and order, catastrophic natural disasters, mass casualty incidents and accidents, evacuations and relocations and hostage situations as well as enabling critical humanitarian operations. Six courses were run in Geneva, New York, Bangkok, Jordan, China and Kenya.

The development of the crisis management programme for DOs had 113 participants. Some DOs returned to their duty stations and implemented training exercises on the security plans, because of this course, cascading crisis management down to the field offices.

Impact

The scenarios developed the requisite knowledge, skills and psychological readiness to make timely and sound decisions in the most complex situations and under time-pressing circumstances, supporting the training methodology. The project has enabled DOs, inter alia, to implement UN crisis management procedures under the relevant UN policies and guidance in a wide spectrum of crises, implement the operational aims of crisis management, including saving lives and protecting the wellbeing of UNSMS personnel, protection of UN premises and assets, minimizing the impact of the crisis on delivery of UN programmes and activities, review and evaluate crisis management training needs and plans at their duty station and initiate regular rehearsal exercises.
