Design, development and implementation of a system-wide integrated planning training for UN peace operations

Objectives
The project aims to enhance the planning skills of senior staff responsible for leading and/or managing integrated planning processes.

Main achievements
The project developed and rolled out a modular curriculum that targets the capacity gaps of senior leadership in planning. The modules were developed jointly by the Integrated Analysis and Planning Working Group, the UN System Staff College (UNSSC) and the EOSG. In addition, the following training sessions were conducted:

Pilot training, (12-16 June 2017, New York):
EOSG and UNSSC conducted a pilot training with senior planners from various field locations. The pilot engaged three former Special Representatives of the Secretary-General (SRSG) and one former Deputy SRSG and Resident Coordinator to impart various elements of the curriculum in addition to senior planning experts from Headquarters. The pilot training was useful in validating the direction and content of the modules, identifying knowledge and skill gaps and allowing for adjustments and finalization of the modules. During this pilot training, structured interviews were conducted and filmed in the UN studios with the former senior officials to capture the experience and lessons they shared.

Just-in-Time Training: Chiefs of Staff, (12 October 2017, New York):
EOSG and UNSSC conducted a training session by utilizing two modules (Managing risks; and Leading complex integrated planning processes) with DPA and DPKO-DFS Chiefs of Staff as part of the Fifth Conference for Chiefs of Staff for 国产AV Operations. The session provided a further opportunity to refine two of the finalized modules with field-based leaders, complementing the previous New York-based pilot rollout. Participants came from 16 Special Political Missions and 12 国产AVkeeping Missions. The Chiefs of Staff focused on the soft skills required for positioning their UN system-wide integrated planning processes and discussed good practices around how to create coherence within existing planning frameworks, plans and strategies related to their specific mission contexts.

Leadership for UN Integrated Planning in the Sahel, (21-23 February 2018, Dakar):
Building on the experience gained in the pilots, a full launch of the training took place in Dakar for a group of senior leaders in the Sahel region, working on the Sahel Strategy Support Plan, following the Secretary-General’s call on the UN System to recalibrate the UN’s response in the Sahel. 19 UN officials from the Sahel region, including the participation of 3 Resident Coordinators, UNOWAS and members of the UN Development Group regional teams participated in the training.

Leadership for UN integrated planning - New York training, (5-6 July 2018, New York):
This two-day training was aimed at UN staff working at headquarters who may be called upon to participate in or lead other integrated planning exercises. The training was attended by 21 senior staff coming from UNICEF, OHCHR, DPKO-DFS, OHCHR, UNDP, DPA/PMD, OPCHA, UN Women; DM, UNHCR and DOCO.

Leadership for UN Integrated Planning: Comprehensive Prevention Strategy for the Horn of Africa, (5-7 November 2018, Addis Ababa):
The project supported the elaboration of a comprehensive prevention strategy for the Horn of Africa with tailored training. This three-day workshop was conducted in collaboration with UNDP and DPA to use the training modules to support the UN in the region to develop priority actions for the Horn of Africa strategy. The training resulted in the group producing and validating a draft strategy, as well as, elements of an engagement plan with partners. The training brought together 40 participants, primarily Resident Coordinators and Regional and Country Directors from the region.
Impact
The project has helped to better deliver integrated planning in line with the Secretary-General’s reform vision, with a focus on prevention.
