Mr. Lim Jung-taek, Director General for International Administrative Cooperation, Ministry of the Interior and Safety of the Republic of Korea,Excellencies,Distinguished Delegates,Ladies and Gentlemen,
I am delighted to have taken part in this Symposium. I wish to thank again the Ministry of the Interior and Safety of the Republic of Korea, and the Incheon Metropolitan City, for their support and great hospitality.
Please also allow me to express my deep appreciation to all of you for your efforts and commitment to making this Symposium highly productive. I trust that your deliberations and recommendations will serve to accelerate efforts to achieve the 2030 Agenda for Sustainable Development, in this region and beyond.
Let me share with you a few take-aways from this Symposium:
1) Over the past three days, we have taken stock of the good progress made in relation to a number targets by many governments in the Asia and Pacific region. These efforts towards implementing the Sustainable Development Goals should be reason for celebration and accelerated action.
2) We discussed how to promote institutional change and greater policy coherence to implement the SDGs. It is clear that more integrated responses are urgently needed at the national and local levels, working with all stakeholders. I hope you have new insights on how to ensure a whole-of-government approach to bring about transformative change in governance, as called for by the Political Declaration of the SDG Summit.
3) We exchanged knowledge on good practices, especially on how to:? strengthen public institutions,? innovate public service delivery,? promote social inclusion of vulnerable groups, and? bolster partnerships to support implementation of the Goals.I encourage you to take advantage of these innovative practices, through concrete follow-up actions when you return to your own countries.
4) We highlighted the importance of innovation and digital governance – especially for climate financing and financial inclusion; building innovative partnerships; and making governments more transparent. I urge you to continue to innovate on how to solve the critical challenges of our times, especially poverty eradication and climate change. New ways of thinking and collaboration are essential if we want to create better societies for all generations.
5) We have also highlighted the importance of ensuring that vulnerable groups can effectively access public services and that their voices are heard. I invite you – particularly those representing public institutions – to engage vulnerable groups in co-creating public services, to leave no one behind.
6) During this Symposium, we have discussed the critical role that public servants play in delivering effective and inclusive services. However important, changing institutions alone will not produce the transformation required for the 2030 Agenda. Public servants need to embrace the principles and values underlying the 2030 Agenda. Changing mindsets and building new capacities to accelerate SDG implementation is needed across all sectors of society. As we learned from this Symposium, new competencies are needed for public servants to realize the 2030 Agenda, including transforming mindsets.
7) We explored how to transform governance for resilience, examining the specific challenges faced by SIDS, LDCs and LLDCs. I invite you to continue sharing knowledge among yourselves on how to leverage innovations and ICTs to build more resilient institutions.
8) We have emphasized the critical importance of partnerships and peer-to-peer learning. I encourage you to continue working together and to invest in the necessary capacities to make institutions more effective, inclusive and accountable.
Distinguished participants,
In closing, promoting governance transformation, innovation in public institutions and ensuring that no one is left behind, are top priorities for the UN Department of Economic and Social Affairs. As catalysts for solutions, we stand ready to support Member States in building their capacities in the next Decade of Action towards 2030, and beyond.
I wish to thank my colleagues from the UNPOG for their effective preparation of this Symposium. I thank the Ministry of the Interior and Safety of the Republic of Korea and the Incheon Metropolitan City for their hospitality in hosting the Symposium.
Finally, I thank all participants for your active participation. I hope you have enjoyed your stay in Incheon and I wish you all a safe trip in returning home!
Thank you.
