Training Introduction

The United Nations Countering Terrorist Travel ('CT Travel') Programme covers all three domains, from land to air and maritime border, all by developing training structures in close cooperation with the Programme partners and donor countries, including certification, in-person and online training platforms, train-the-trainer (ToT) modules, etc.

The United Nations Countering Terrorist Travel ('CT Travel') Programme in-person and online training programme covers all four essential areas of implementation: legal, operational, carrier engagement, and technology support – including the deployment and operational use of the UN 'goTravel' software system, donated to beneficiary Member States.

The training programme is designed to deliver the most up-to-date knowledge, lessons learned, and good practices to new Passenger Information Unit (PIU) operators as well as policymakers and relevant Ministries, and operational agencies involved in their PIU construction.

Training Approach

The United Nations Countering Terrorist Travel ('CT Travel') Programme has designed a week-long online blended learning course that covers all aspects of the training syllabus, which are:

  • The threat environment;
  • An introduction to the CT Travel Programme;
  • International legal and regulatory framework related to API and PNR data;
  • The operationalization of a Passenger Information Unit (PIU);
  • State and industry engagement;
  • Technological support and the 'goTravel' software; and
  • Maritime passenger data.

Participants will be able to engage through a mix of live sessions and prerecorded lectures at their own pace and even come back to the information once the course is finished. Every video also offers a PDF file for reference after the course. Recently, a new legal case study was added to the programme. Each training is preceded by a pre-training week, 3 hours of self-study, where we explain the terms API and PNR.

Training Development

The United Nations Countering Terrorist Travel ('CT Travel') Programme is developing new eLearning and microlearning modules on (i) Maritime, (ii) Human Rights in the Work of CT Travel, on (iii) goTravel and (iv) Security Environment. The subject matter experts contributed with substance to the scripts of the modules and the design of the above modules and these are in the final stages of completion. In addition, CT Travel is planning on developing micro-learning for all key topics in the e-learning modules, and work in quarterly reporting focused on maritime.  

Training Translation 

Training materials including the Programme brochure, agenda, Terms of Reference for Operational Functions of a Passenger Information Unit (PIU), and Template National Implementation Guide for Carrier Engagement, and many more are translated into the six official languages of the United Nations (Arabic, Chinese, English, French, Russian, and Spanish), including to the national languages of the Member States countries where the training is held.
