Final Evaluation of the Project on Training and Capacity Building of Law Enforcement Officials on Human Rights, the Rule of Law, and the Prevention of Terrorism

The summative independent evaluation of the Global Project ¡®Training and Capacity Building of Law Enforcement Officials on Human Rights, the Rule of Law, and the Prevention of Terrorism¡¯, was commissioned by UNOCT in February 2022 to assess overall performance and achievements of the project, as a requirement by the funding partner. The project, launched in 2016 by the UN Counter-Terrorism Implementation Task Force (CTITF) Working Group on Protecting and Promoting Human Rights and the Rule of Law, was implemented by the United Nations Counter-Terrorism Centre (UNCCT) and the Office of the United Nations High Commissioner for Human Rights (OHCHR) from 2016-2022. The evaluation found that the project produced tangible results, with beneficiaries expressing appreciation and satisfaction with the training materials and experts¡¯ competence in human rights and counter-terrorism. It highlighted areas that required additional focus in follow-up interventions and set out lessons to inform future programming. The evaluation recommended, among others, building on the successes of the project by extending trainings, building sustainable partnerships with training institutions in beneficiary countries, promoting gender equity and mainstreaming throughout the design and implementation process, considering programme design from a needs-based perspective, strengthening the role of project governance mechanisms and monitoring systems, and strengthening coherence, synergies and complementarities internally and externally. The evaluation recommendations have been considered and accepted by the Programme Management Team (PMT), as applicable and relevant, in its management response to the evaluation.

UNOCT Gender Mainstreaming Policy and Action Plan 2022

UNOCT Gender Mainstreaming Policy and Action Plan, adopted in 2022, sets the Principles, Priority Areas and Action Plan to guide UNOCT¡¯s direction and strategy for mainstreaming gender equality and the empowerment of women throughout its activities. The Policy was developed through office-wide consultations, and commits all UNOCT staff to mainstream gender perspectives in programmatic and policy performance areas; strengthen UNOCT¡¯s institutional capacity to deliver results on gender equality within CT/PCVE; ensure adequate funding for gender mainstreaming; enhance partnership development for gender equality; and promote knowledge and visibility on gender equality in CT/PCVE to donors, Member States, institutional partners and civil society.

Countering Terrorism Online with Artificial Intelligence: An Overview for Law Enforcement and Counter-Terrorism Agencies in South Asia and South-East Asia

People in South Asia and South Asia, especially youth, have adopted digital technologies at an enormous pace. But so did terrorists and violent extremists, forcing law enforcement agencies to adapt to these changes and change methods of how terrorist activities are investigated. The report serves as an introduction to the use of artificial intelligence for countering terrorism online, contextualises possible use cases of artificial intelligence that could be deployed by law enforcement agencies in the region and provides the assessment of key challenges that Member States must overcome to ensure that artificial intelligence for counter terrorism is used responsibly and in full compliance of human rights obligations.

Algorithms and Terrorism: The Malicious use of Artificial Intelligence for Terrorist Purposes

Artificial intelligence can be extremely power tool and enable big advances in our societies, but it can equally be used for malicious purposes or with malicious intent. The report is a first attempt by international community to assess what might be reasonably expected when artificial intelligence becomes an instrument in the toolbox of terrorism in order to enable Member States, international and regional organisations, academia and industry to better forecast, prevent and mitigate malicious use of artificial intelligence by terrorists.

Basic Human Rights Reference Guide: Proscription of Organizations in the Context of Countering Terrorism

The main purpose of this is to address the key challenges presented when States take national measures to proscribe terrorist organizations, their members and/or associated individuals in their efforts to counter, suppress and prevent acts of terrorism, including through the implementation of sanctions imposed by the Security Council.
