Support for countries emerging from conflict to enhance implementation of, and reporting under the Convention and implementation of the Beijing Platform for Action

Since 2003, the Division has offered a programme of support to countries emerging from conflict to enhance their capacity for implementation of the Convention on the Elimination of All Forms of Discrimination against Women (the Convention) and the Beijing Platform for Action. While the format of the support provided will in each instance be determined by the needs and circumstances of the country concerned, the Division has developed a framework of support in three general phases extending over a sustained period of time. 

The first phase involves a series of high-level consultations between government officials from different ministries, as well as law reform commissions, parliamentarians, civil society and other stakeholders and a team of internationally recognized experts on the Convention to assess the status of implementation, constraints encountered and possible priorities areas for action.  The national machinery for the advancement of women in the country plays a key role in this phase, and undertakes follow-up and coordination in the development of targeted policies and programmes.

During phase two, and based on the results, and in particular recommendations emanating from the experts report on the high-level mission, the Division formulates and implements a follow-up training programme within its available resources, targeted at mid-level government officials from different ministries, including the national machinery for the advancement of women.  The report and its recommendations may also form the basis for support to the country by other institutions, organizations and donors.

During phase three, the Division supports the preparation and validation of the Sttae party’s report under article 18 of the Convention. 

Countries participating in the programme

Since 2004, the Division has provided support to Sierra Leone, Liberia and Afghanistan.
