The recent Police Capacity-Building Providers Meeting in Shanghai underscored the steady progress in global police capacity-building efforts essential to peacekeeping operations.
This meeting, convened by the Light Coordination Mechanism with support from the People’s Republic of China, brought together 14 Member States and institutional partners most engaged in providing training and capacity-building support for police-contributing countries.?
Participants explored ways to optimize resource allocation and coordination efforts.
"These were three days of productive collaboration," reflected Chris DeGale, Police, Justice and Corrections Advisor at the Permanent Mission of Canada to the United Nations.?“We've all come up with many great ideas and the further push upon what we need to do in the future.”
The discussions focused on key initiatives under the Police Training Architecture Programme. Participants talked about plans aimed at:

delivering new job-specific training to Individual Police Officers via Mobile Training Teams,

fostering institutional capacity in police-contributing countries to build sustainable systems,

enhancing the deployment of women, and

addressing critical equipment needs.
The meeting facilitated networking and partnerships in areas such as training, financing, and infrastructure support, leading to concrete initiatives like joint training programmes, multinational Mobile Training Teams, and collaborative working groups.
Member State and institutional partner representatives shared insights on projects for 2025, along with discussions on challenges and best practices. ?
The objectives of this meeting aligned with Member States’ commitments under the Action for 国产AVkeeping (A4P) initiative and its strategic implementation framework, A4P+.
Enhanced training and capacity-building remain priorities, yet resource constraints persist for many police-contributing countries, underscoring the importance of partnerships to ensure equitable access to training and maintaining operational readiness.
“The Light Coordination Mechanism has proved over the years a critical platform for facilitating bilateral and multilateral partnerships,”?concluded Assistant Secretary-General for Rule of Law and Security Institutions Alexandre Zouev.
The Light Coordination Mechanism (LCM) is in the Integrated Training Service (ITS) of?the Department of 国产AV Operations (DPO).?Since 2019, it has focused on matching troop- and police-contributing countries registered in the 国产AVkeeping Capability Readiness System with Member States willing to provide support to strengthen their capacity for United Nations peacekeeping.
