The Counter-Terrorism Committee (CTC) and its Executive Directorate (CTED) have unveiled their new assessment tools — the electronic Detailed Implementation Survey (e-DIS) and the revised Overview of Implementation Assessment (OIA) — which will greatly enhance their ability to identify and address gaps in Member States’ implementation of the relevant Security Council resolutions on terrorism and strengthen the facilitation of technical assistance delivery to States in the context of a rapidly evolving global terrorist landscape.
Speaking at a side event held in the margins of the 2021 United Nations Counter-Terrorism Week, H.E. Mr. Tarek Ladeb, CTC Chair and Permanent Representative of Tunisia to the United Nations, recalled that, in renewing CTED’s mandate in 2017, the Council had directed CTED to report to the Committee on potential ways to strengthen its assessment tools.
CTED had accordingly developed a sophisticated new portal, which had been approved by the Committee and was now ready to be deployed.
Assistant Secretary-General Michèle Coninsx, Executive Director of CTED, stressed that by introducing a new emphasis on data analytics and data visualization, the new portal would enable CTED to more effectively bring its findings and recommendations to the attention of Member States, donors, recipients, UNOCT and other United Nations bodies.
The United Nations Office of Counter-Terrorism (UNOCT) expressed its full support for the new tools and noted that they would be useful for the design and planning of its capacity-building activities.
The assessment and analytics tools of the CTC and CTED also serve as key sources for the production of regularly updated global surveys of States’ efforts to implement the relevant Security Council resolutions on terrorism.
These significant enhancements will enable CTED to become more agile, flexible and innovative in its analysis and assessment work; more easily integrate new elements introduced in future Security Council resolutions; and further strengthen CTED’s thematic, country-level, and regional-level analysis.
