CTED Executive Director discusses terrorism-related threat with the Deputy Minister of Foreign Affairs of Kyrgyzstan

 

On 28 April 2015, Executive Director of the Counter-Terrorism Committee Executive Directorate (CTED) Jean-Paul Laborde met with H.E. Askar Beshimov, Deputy Minister of Foreign Affairs of the Kyrgyz Republic in charge of the Department of International Organizations and Security, accompanied by H.E. Ambassador Talaibek Kydyrov, Permanent Representative of Kyrgyzstan to the United Nations, and his Deputy, Nuran Niyazaliev. They discussed main terrorism-related threats in Kyrgyzstan, including foreign terrorist fighters of Kyrgyz origin joining Da’esh/ISIL, the increase in activity of extremist and terrorist organizations in Kyrgyzstan and neighbouring countries, and the current situation on the Afghan-Tajik border (including a possible deterioration after the withdrawal of the coalition forces in Afghanistan).

The matter of countering terrorism is high on Kyrgyzstan’s agenda and the Government is committed to the full implementation of relevant Security Council resolutions. CTED values the good cooperation with Kyrgyz authorities and will continue its efforts in facilitating the required technical assistance to the country. Both parties also reaffirmed that all counter-terrorism measures should be part of a comprehensive and integrated approach and fully comply with international law, including human rights law. They also discussed scheduling options for a follow-up visit to Kyrgyzstan on behalf of the Counter-Terrorism Committee.
